Approved Supplier for FOI Training

Central Policy Unit – Training Framework

AllOne are delighted to announce that, in collaboration with Arcline Ltd., we have achieved “Approved Supplier” status for the provision of FOI Training to all FOI Bodies in Ireland. The Central Policy Unit (CPU) of the Department of Public Expenditure and Reform (DPER) recently ran a competitive tender to establish a Training Framework with approved suppliers for FOI Training.

Arcline and AllOne have pooled resources to provide a comprehensive training and support service to FOI bodies, whether existing or new to FOI. Between us we have three skilled and experienced FOI Trainers, two of whom have practical, hands-on experience of processing and responding to FOI requests. You will find us on the list of Approved Suppliers under the name “Arcline Ltd.”

New Courses for 2016

We are delighted to announce that we will be offering FOI Master Classes in 2016. These Master Classes will consist of a focused and detailed review of specific sections of the FOI Act 2014, e.g. Section 37 exemption for Personal Information or Section 27 Fees & Charges. The Master Classes will be tailored to meet the needs of the various public sector bodies, e.g. Section 35 exemption for Information Obtained in Confidence and Section 37 exemption for Personal Information for the Health Sector, Section 36 exemption for Commercially Sensitive information and Section 30 Functions & Negotiations of public bodies for the Local Authorities.

What is FOI?

The FOI Act 2014 was signed into law on the 14th October 2014 and replaces both the 1997 and 2003 Acts. Its long title states "An Act to enable members of the public to obtain access, to the greatest extent possible consistent with the public interest and the right to privacy, to information in the possession of public bodies, other bodies in receipt of funding from the State and certain other bodies...". The FOI Act 2014 removes the list of Schedule Bodies and extends the remit of the Act to all public bodies. It is intended to also extend the Act to funded Agencies with Ministerial Regulations to be drafted to effect this.

What is Data Protection?

The Data Protection (DP) Act was introduced in Ireland in 1988 to regulate the use of automated records (i.e. records on computer or records created and held with the intention of putting them on computer). The Act was amended in 2003 and the scope was extended to include manual records.
The Acts are concerned with personal data only and the definition in the Act is:-
“…data relating to a living individual who is or can be identified either from the data or from the data in conjunction with other information that is in, or is likely to come into, the possession of the data controller.”
